現代夏令時間是由英國建商 William Willett 於 1907 年在自費出版的小冊子《日光的浪費》中提出的。Willett 是肯特郡 Petts Wood 的熱衷高爾夫球手，他討厭在黃昏微光中結束晚間的球局。他主張英國時鐘應在春天撥快，以便夏天多獲得一小時的傍晚日照。他在 1915 年 3 月去世，隔年 5 月英國才正式採用「英國夏令時間」。一個小冷知識：Willett 是冷玩樂團主唱 Chris Martin 的高祖父。
